Why Shipboard Spaces Are a Different Problem
A vessel is not a plant with a handful of tagged permit spaces. A single hull can hold hundreds of tanks, voids, cofferdams, chain lockers, and machinery spaces, many of them connected by piping, sounding tubes, and common vent systems. A crew working one tank can change the atmosphere in a space two frames away without ever entering it.
That interconnection is the core of the maritime problem. In a fixed facility you can usually isolate a space and trust the isolation. Aboard a vessel, valves leak, blanks are missing, and a line that appears dead still holds product. The space you tested an hour ago may not be the space you are entering now.
Condition also changes with the vessel. A tank open to the weather in the morning behaves differently once the sun heats the deck plating and residues start to give off vapour. Ballasting, cargo transfer, and shifting the vessel in drydock all move air and liquid through spaces that nobody logged as active work areas.
The Marine Chemist and the Competent Person
These two roles are often blurred on a yard floor, and the difference matters legally and practically. A Marine Chemist is certified by the National Fire Protection Association, works to NFPA 306, and is the only person authorized to issue a Marine Chemist Certificate. That certificate is a written record of conditions found and the standards the space met at the time of testing.
A shipyard Competent Person is designated by the employer under 1915.7. This person is capable of recognizing and evaluating hazards in confined and enclosed spaces and has the authority to stop work. Within defined limits, the Competent Person can test and certify spaces as Safe for Workers and can maintain that condition through a shift.
The boundary is the important part. Where hot work is planned, where the space held flammable or toxic bulk cargo, or where the vessel carries residues covered by 1915.14, the Marine Chemist Certificate is required and no internal designation substitutes for it. Yards get in trouble when a Competent Person is treated as a cheaper Marine Chemist.
Reading the Certificate and Understanding Its Limits
A Marine Chemist Certificate lists specific spaces, specific conditions, and specific permitted activities. Safe for Workers and Safe for Hot Work are separate declarations, and a space can carry one without the other. Supervisors who read only the top line and assume the whole vessel is cleared are making a decision the certificate never supported.
The certificate also carries time and condition limits. It reflects the space as tested, with the ventilation described, at that moment. Once work changes the space, or the stated ventilation stops, the basis of the certificate is gone. It is a snapshot with conditions attached, not a permanent clearance.
Post the certificate where entrants can read it, and expect entrants to actually read it. The named spaces should match the spaces people are opening. If a tank on the job is not listed, work does not start in that tank while somebody goes to find out why.
Atmospheric Testing Before and During Entry
Testing sequence is oxygen first, then flammables, then toxics, because the reading you get for the others depends on having enough oxygen for the sensor to work correctly. Test the full depth of the space, top, middle, and bottom, because vapours stratify. Heavy hydrocarbon vapour sits low, and a reading taken at the manway tells you nothing about conditions at the tank bottom.
Continuous or periodic monitoring during the work is where many programs fall short. The pre-entry test proves the space was acceptable before anyone went in. It says nothing about the effect of welding fume, solvent use, coating application, or a leaking valve on the far bulkhead over the next four hours.
Calibrate instruments on schedule and bump test them before each use. An instrument that has drifted gives a confident-looking reading that is wrong, which is worse than no instrument at all because it removes the caution that uncertainty would have created.
Record readings rather than relying on memory. Where a space is re-entered after a break in work, treat it as a new entry and test again. Lunch, shift change, and weekend shutdowns are all points where conditions drift with nobody watching.
Oxygen Deficiency, Inerting, and Adjacent Spaces
Oxygen deficiency in a closed steel space usually has a boring cause. Bare steel rusting consumes oxygen out of a sealed atmosphere over weeks, so a ballast tank that has been shut since the last docking can be well below breathable without anyone doing anything to it. Nothing smells wrong and nothing looks wrong.
Inert gas is the deliberate version of the same hazard. Tanks blanketed with nitrogen or flue gas are safe from ignition and lethal to enter. Inert gas systems also leak through common vent lines into spaces nobody blanketed, which is how a supposedly clean cofferdam next to an inerted cargo tank becomes fatal.
The physiological point is why this hazard is unforgiving. Below roughly ten percent oxygen a person loses useful consciousness in seconds, without the panic and air hunger people expect. The body reacts strongly to excess carbon dioxide, not to missing oxygen, so a low-oxygen atmosphere with normal carbon dioxide produces no warning sensation at all.
Treat every adjacent space as part of the entry assessment. Check what is on the other side of each boundary, above and below as well as alongside, and confirm what those spaces contain and whether anything is being done to them during your work window.
Hot Work In and Near Enclosed Spaces
Hot work raises the standard because you are adding an ignition source to a space whose atmosphere you can only sample. Cutting, welding, grinding, and torch work all require the space to be certified Safe for Hot Work by a Marine Chemist, and 1915 Subpart D sets out the surrounding requirements for the work itself.
Steel conducts heat, and that catches people out. A weld on one side of a boundary heats residues, coatings, and insulation on the other side well past their ignition point. The space you are working in may be clean while the space behind the plating is not, which is why adjacent-space certification is part of the requirement rather than an extra courtesy.
A fire watch has a defined job under 1915.504 and is not a spare pair of hands. The watch stays for the duration of the work and for the required period after it stops, watches the areas the welder cannot see including the far side of boundaries, and has both the means and the authority to stop work.
Ventilation for hot work serves two purposes at once, keeping flammable vapour below the lower explosive limit and keeping welding fume and shielding gas from displacing breathable air. Confirm the exhaust actually leaves the space rather than recirculating around a poorly placed duct.
The Rescue Problem and Why Responders Die
The pattern in confined space fatalities is consistent. Someone goes down inside, a coworker sees it, and the coworker enters to help. The second person is usually unprotected, is moving fast, and is breathing hard from the effort of climbing into the space, which accelerates whatever took down the first person.
The time available is the reason no plan built on improvisation works. In an oxygen-deficient atmosphere a rescuer has seconds of useful consciousness after entry, not minutes. There is no window in which somebody can go in, assess, and change their mind. The decision to enter without air is effectively final at the moment it is made.
This is why the attendant's role is stationed outside and stays outside. The attendant maintains contact, watches conditions, and summons rescue. An attendant who enters has converted a one-casualty incident into a two-casualty incident and removed the only person who was going to call for help.
Plan retrieval before entry. Know how a limp body actually comes out of that specific manway, whether a tripod and winch fit the geometry, and who is coming. If the rescue plan is the local fire department, confirm they are trained and equipped for shipboard entry, and confirm how long it takes them to reach a vessel in drydock.

This course suits shipyard production workers, tank cleaners, coating and blasting crews, riggers, ship repair supervisors, port engineers, marine surveyors, and safety staff who write or approve entry procedures. It also helps new supervisors who inherited a confined space program and need to understand what the paperwork in front of them actually certifies.
