Enforcement is not spread evenly. A handful of standards account for most citations, and the same standard is cited far more in some states and industries than others. That is useful for deciding where to look first, because a training plan that treats every topic alike spends the same effort on a standard cited thirty thousand times and one cited twice.
It is not a ranking of what matters. A duty that applies to you applies whether or not it is commonly cited, and a low count often means few employers are covered rather than that the rule is soft.
Public enforcement records published by the US Department of Labor, ingested and aggregated by Certified Training USA. Each result carries the date the figures were pulled and the period the records cover.
We have ingested enforcement records for the standards our courses document, not for all of Title 29. A blank result means that standard is not in our dataset yet, not that it is never cited.
Not always. Matching a citation to an employer sector depends on the record carrying that field, and coverage runs in the nineties rather than at 100%. Where a breakdown is a partial match the result says what percentage it covers.
It means it is more enforced, which is not the same thing. A standard with few citations can still carry a duty that applies to you. Use this to decide where to look first, not to decide what to ignore.
