Which Standard Applies to Your Lift

The regulatory line follows the work, not the equipment. Shipyard employment under 29 CFR 1915 covers ship repair, shipbuilding, and shipbreaking, with 1915.115 addressing cranes and material handling gear. Marine terminal cargo operations fall under 29 CFR 1917, and longshoring aboard the vessel falls under 29 CFR 1918.

The same crane can sit under different rules depending on what it is doing that day. A mobile crane lifting a rudder assembly during a repair is shipyard work. The same machine discharging containers at the terminal berth is a marine terminal operation. The gear does not change, the applicable requirements do.

This matters most where a facility does both. Yards attached to working terminals, and terminals that carry out repairs, need to know which rule governs a given job before writing the procedure. Getting this wrong produces documentation that is careful and points at the wrong standard.

When the answer is genuinely unclear, plan to the more demanding requirement. It costs a little more time and removes the argument entirely.

Gear Certification Versus Pre-Use Inspection

These two are routinely confused and they answer different questions. Gear certification is a periodic proof-load test and thorough examination carried out by an accredited person or agency, producing documentation of the equipment's rated capacity and condition. It is scheduled, formal, and generates records that must be available.

Pre-use inspection is what the operator and rigger do before the lift, every time. It looks for damage, wear, deformation, and defects that appeared since the last use. It cannot prove a crane's capacity, and certification cannot tell you whether a sling was dragged over a sharp edge yesterday.

Neither substitutes for the other. Current certification papers on a crane with a damaged wire rope do not make the lift acceptable, and a careful walkaround does not make an uncertified or overdue machine legal to operate. Both have to be in place.

Keep certification records where the people using the gear can find them. If nobody on the deck can say when the crane was last certified or where the paperwork is, the certification is not functioning as a control even when it is technically current.

The crane's certification is current, so the gear is good. Why do we still inspect before every lift?
Certification tells you the crane passed a proof load test and examination on a given date. It says nothing about what happened since. Wire rope gets damaged, slings get dragged over edges, shackles get replaced with the wrong pin, and hydraulic leaks develop between certifications. Pre-use inspection catches the damage that occurred after the paperwork was signed, and the two controls answer different questions.

Load Charts and What Rated Capacity Really Means

Rated capacity is not one number stamped on the machine. It is a value read from the load chart for the exact configuration you are in: boom length, radius, counterweight, outrigger extension, and for many machines the quadrant of operation. Change any of those and the permitted load changes with it.

Radius is the variable that catches crews out. Capacity drops sharply as the load moves away from the center of rotation, so a lift that was comfortable at short radius can be well over capacity after swinging out to place the load. Plan the whole arc, including the placement point, not just the pick.

Everything hanging below the hook counts against capacity. Slings, spreader bars, shackles, below-the-hook devices, and the block itself all reduce what is left for the load. A heavy spreader on a marginal lift is enough to move a job from acceptable to overloaded.

Confirm the load's actual weight rather than accepting an estimate. A weight scaled off a drawing does not include trapped water, marine growth, residual product, mud, or the sections somebody welded on during the last repair. Where the weight is uncertain, treat the uncertainty as extra load.

Rigging, Slings and Removal From Service

Sling capacity depends on the hitch and the angle. A vertical hitch, a choker, and a basket all give different ratings from the same sling, and as sling angle decreases from vertical the tension in each leg rises quickly. Shallow angles on a two-leg bridle can put far more load in each leg than the total weight suggests.

Removal criteria are specific and are not judgment calls. Wire rope comes out for broken wires beyond the allowed count, kinking, crushing, birdcaging, heat damage, or corrosion. Synthetic slings come out for cuts, snags, melting, chemical attack, or missing and illegible tags. Chain comes out for stretch, gouges, nicks, or twisted links.

An untagged sling has no rated capacity, so it cannot be used. This is the rule crews most want to work around because the sling looks fine, and it is the one worth holding, since the tag is the only evidence of what that sling was rated for.

Protect slings at the load. Edge protection, softeners, and correct hook seating decide whether the sling survives the lift. Most synthetic sling failures start where the sling crosses steel that nobody thought was sharp until it cut through under tension.

Suspended Loads, Swing Paths and Standing Clear

Nobody works or passes under a suspended load. This gets eroded gradually rather than broken outright: the rigger who steadies a load by hand as it comes down, the tagline handler who drifts under the arc, the person who cuts across because the load is only a few feet up. Height does not change the outcome.

The swing path deserves as much planning as the pick. Establish where the load travels, keep the route clear of people and of anything the load can catch, and use taglines to control rotation from outside the danger zone. A load that starts spinning is controlled from a distance, not by hand.

Pinch points around the equipment kill people who are not involved in the lift at all. Counterweight rotation on the crane's tail swing, the space between the load and the ship's structure, and the gap between the machine and a container stack are all crush zones that appear and disappear as the crane rotates.

Set the exclusion zone physically where you can, with cones, barrier tape, or a person at the boundary. In a busy terminal the people wandering into a lift zone are usually from another employer and have no idea a lift is in progress, and a verbal warning in a noisy yard reaches nobody.

Signalling, Communication and the Right to Stop

One designated signal person per lift, and the operator responds only to that person. The exception is the emergency stop signal, which anyone can give and every operator must obey without asking who gave it. That exception is what makes the single-signaller rule safe rather than rigid.

Standard hand signals exist so a rigger and an operator who have never worked together can run a lift. Where the operator cannot see the signaller or the load, radio is used, and communication has to be continuous. If the radio goes quiet mid-lift, the load stops. Silence is not permission to continue.

Multilingual crews and noisy environments both work against clear signalling, and both are common in terminals. Confirm before the lift that the signaller and operator share a signalling method they both actually use, rather than assuming a common one at the moment the load leaves the deck.

Everyone involved has the authority to stop the lift. Vessel movement, a shifting load, an unexpected person in the zone, or a rising wind are all reasons to set the load down and reassess. A lift that has to be finished because stopping is awkward is a lift being run on schedule pressure.

Wind, Vessel Movement and Multi-Employer Terminals

Wind acts on the load's sail area, not its weight, so a light container or a panel can become uncontrollable in conditions where a compact heavy load is fine. Manufacturer wind limits are part of the load chart's basis, and exceeding them puts you outside the capacity you thought you had.

A vessel is not a fixed foundation. Tide, swell, passing traffic, ballasting, and the discharge itself all move the ship relative to the quay. That movement shows up as dynamic loading in the rigging and as a target that shifts while the load is descending, which is why landing a load on a moving deck needs a plan rather than reflexes.

Terminals split responsibility across companies in ways that hide the gaps. The crane and operator may belong to the terminal, the riggers to a stevedore, the cargo to a shipper, and the vessel to an owner with its own crew on deck. Each has part of the information and none has all of it.

The lift plan has to cross those lines before the load moves. Agree who signals, who controls the exclusion zone, who has confirmed the weight, and who calls the stop. Where that conversation has not happened, the lift is being run on the assumption that everyone else has done their part.

The sling looks perfectly sound but the tag is gone. Can we use it just for this one lift?
No. Without a legible tag the sling has no established rated capacity, no material identification, and no traceable history. You cannot tell from looking whether it is rated for the load, whether it has been proof tested, or whether it was already flagged for removal. Cut it and take it out of service. Keeping an untagged sling in the rack guarantees somebody uses it on a lift where it matters.
