What the Standard Covers

Scaffolding in construction starts at 29 CFR 1926.451, which sets the general requirements. Specific scaffold types have their own additional requirements elsewhere in the subpart, and training requirements sit in their own section, so a program built on the general requirements alone is incomplete.

Capacity comes first. Each scaffold and scaffold component must support its own weight and at least four times the maximum intended load applied or transmitted to it. Suspension ropes and connecting hardware carry a higher multiple.

Platform construction requirements cover planking and decking, the gaps allowed between planks and between the platform and uprights, overhang limits at supported ends, and the conditions under which a platform may be less than fully planked.

Then criteria for supported and suspension scaffolds, access, use, and fall protection. The access requirements are worth reading closely, because using cross braces as a means of access is a routine practice that the standard does not permit.

Competent Person Versus Qualified Person

The scaffold subpart uses both terms and assigns them different work. Conflating them is one of the more common signs of a program written from memory rather than from the standard.

A competent person is one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them. As with fall protection, the authority half is the part programs most often omit.

A qualified person is one who, by possession of a recognized degree, certificate, or professional standing, or by extensive knowledge, training and experience, has successfully demonstrated the ability to solve or resolve problems relating to the subject matter, the work, or the project. Scaffold design and load calculation duties fall to a qualified person.

Practically, the competent person supervises erection, moving, dismantling and alteration, inspects before each shift, determines feasibility of fall protection during erection and dismantling, and trains employees in a scaffold-specific capacity. Neither designation is conferred by a certificate. The employer designates, in writing, for a specific project.

Can I climb cross braces to reach a scaffold platform?
No. Cross braces are not a permitted means of access. The standard requires ladders, stair towers, ramps, walkways, integral prefabricated scaffold access frames designed as ladders, or equivalent means when the platform is more than the specified distance above or below the access point. This is one of the most commonly observed unsafe practices on active scaffolds.

The Before-Each-Shift Inspection

This is the duty that most defines the competent person role on a scaffold, and it is the one most likely to be tested during an inspection interview.

Scaffolds and scaffold components must be inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity. Weather events, impact from equipment, and alterations by another trade all qualify as such occurrences.

Damaged or weakened components must be immediately repaired, replaced, braced to meet the applicable requirements, or removed from service. There is no provision for finishing the shift and dealing with it tomorrow.

Because the duty is per shift, a single designated competent person does not cover a multi-shift or multi-front project. Designate enough people that the requirement is physically satisfiable, and give them the time in the schedule to actually walk the scaffold.

Fall Protection and Access

Each employee on a scaffold more than a specified height above a lower level must be protected from falling to that lower level, with the applicable height threshold and the acceptable protection depending on the scaffold type.

The acceptable systems differ by scaffold. Guardrail systems, personal fall arrest systems, or both are required depending on the type, and some scaffold types have specific rules such as the requirement for both on certain suspension scaffolds.

Falling object protection is a parallel obligation that gets less attention. Employees below must be protected from falling hand tools, debris, and other small objects through toeboards, screens, guardrail systems, debris nets, catch platforms, canopies, or barricading the area.

Access is a distinct requirement and a frequent finding. When platforms are more than a specified distance above or below a point of access, ladders, stair towers, ramps, walkways, or integral prefabricated frames designed as ladders must be used. Cross braces are not a means of access, and climbing them is a practice worth naming explicitly in training because it is so common.

Erection, Dismantling, and Alteration

Scaffolds must be erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, and only by experienced and trained employees selected by that competent person.

The erection and dismantling phases carry their own fall protection provision. The employer must have a competent person determine the feasibility and safety of providing fall protection for employees erecting or dismantling supported scaffolds. That determination is a decision someone has to make and should be able to explain.

Alteration is where control most often slips. A scaffold erected correctly by one crew gets a plank moved, a guardrail removed for material handling, or a tie disconnected by another trade, and nobody re-inspects.

A scaffold tag system helps, but only when it is tied to the actual inspection. A green tag hanging on a scaffold nobody has walked since Tuesday is worse than no tag, because it tells workers the scaffold was checked.

Does Online Training Satisfy the Requirement

The training requirements for scaffolds live in their own section of the subpart, separate from the general requirements. They require that employees who work on scaffolds be trained by a person qualified in the subject matter to recognize the hazards and to understand the procedures to control or minimize them, and they set additional content for employees involved in erecting, disassembling, moving, operating, repairing, maintaining, or inspecting scaffolds.

No delivery format is prescribed. Online training covers the knowledge topics well: the nature of the hazards, the correct procedures for dealing with electrical hazards and with erecting, maintaining and disassembling fall protection and falling object protection systems, the proper use of the scaffold, the handling of materials, the maximum intended load and load-carrying capacities, and the requirements of the standard.

The part that stays on site is everything physical. Erection and dismantling supervision, the before-each-shift inspection on your actual scaffold, verifying tie spacing and base plates and mudsills on your ground conditions, and confirming an employee can recognize a defect all require someone present.

Treat the course as the knowledge foundation and the documented record, then close the loop with site-specific instruction from your competent person.

Does a scaffold tag satisfy the inspection requirement?
A tag records the outcome of an inspection, it does not replace one. The requirement is that a competent person inspect the scaffold and components for visible defects before each work shift and after any occurrence affecting structural integrity. A tag that stays green across days when nobody walked the scaffold actively misleads the crews relying on it.

Retraining, Documentation, and Employer Guidance

Retraining is required when the employer has reason to believe an employee lacks the skill or understanding needed for safe work. The named triggers include changes at the worksite that present a hazard the employee has not been trained for, changes in the types of scaffolds, fall protection, falling object protection, or other equipment present, and inadequacies in the employee's work involving scaffolds indicating that the employee has not retained the requisite proficiency.

Documentation an inspector will look for includes training records, the competent person designation naming the person and the project, inspection records for the before-each-shift checks, any qualified person design documentation or load calculations, and the scaffold tag or control system if you use one.

For an employer, the highest-value moves are designating enough competent persons to cover every shift and work front, building the shift inspection into the schedule rather than treating it as something done between other tasks, and controlling alteration so that another trade cannot quietly modify a scaffold that has been signed off.

For an individual worker, this course gives a general contractor gate or hiring manager evidence that you understand capacity, access, fall protection and inspection before you set foot on a platform. It does not designate you as the competent person on any project, and it does not replace the site-specific instruction your employer owes you.
