A Separate Rule Set for a Separate Kind of Work

29 CFR 1910.269 applies to the operation and maintenance of electric power generation, transmission and distribution installations. It is not the general industry electrical standard with extra paragraphs; it is a parallel rule set written for work performed on systems that cannot simply be switched off.

That difference matters immediately in practice. A safety program built entirely around lockout and de-energization has to be extended, because a great deal of covered work is performed on or near energized parts under controlled conditions rather than by removing the energy.

Minimum approach distance is the concept that decides much of the day. It sets how close an employee or their conductive tools may come to an energized part at a given voltage, and it changes with system conditions rather than being a single memorized number.

Getting inside that distance is not a mistake to be avoided by carefulness. It is a planned activity requiring appropriate insulating equipment, procedures, and the right qualification, or it is a violation with a very high potential consequence.

Programs that handle this well treat the distance as a planning input rather than a field judgment. The distance is determined before the crew is on site, and the tools and procedures that allow work inside it are selected in advance, not improvised at the pole.

Host and Contractor Coordination

Much covered work is performed by contractors on a host employer's system, and the standard places explicit expectations on the information passed between them: system characteristics, known hazards, conditions that are not obvious, and the design limitations of the installation.

Failures here are less dramatic than a contact incident and more common. A crew arrives without accurate information about what is energized, what has been reclosed, or what a nearby circuit is doing, and makes reasonable decisions from an inaccurate picture.

For contractors this is a commercial issue as much as a safety one. Documenting what information was requested and what was provided is the record that matters when an incident is reconstructed afterwards.

Training Requirements Under the Standard

The standard requires training in the safety-related work practices, procedures and requirements that apply to each employee's job, with the degree of training determined by the risk to that employee.

It also requires retraining under specific triggers: when the work practices used are not those the employee normally uses, when new technology or procedures introduce hazards the employee has not been trained on, or when supervision or an inspection indicates the employee is not complying.

Those triggers are worth reading as a program design instruction. They mean the annual calendar is not the only driver, and an employer who only trains on a schedule will be out of step with the standard the first time something changes mid-year.

What Online Training Can and Cannot Establish
