Do you need a licence or accreditation?
For most workplace safety awareness training in the United States, no. OSHA does not approve or accredit courses, and any provider telling you their course is "OSHA approved" is describing something that does not exist. The exceptions are real and worth knowing: OSHA Outreach (the 10 and 30 hour cards) requires an authorised trainer, and some states license specific programmes. Everything outside those is an open market where what matters is whether the training is defensible and documented.
Where the courses come from
Three options. Build them, which means a subject expert, video production and a maintenance commitment per course per year. License a catalogue, which usually means a platform fee and a revenue share. Or resell a finished catalogue under your own brand, which is what a white label partnership is, and where your only cost is the credit you buy.
What to charge
Employers buying compliance training compare on trust and administration, not on headline price. A consultant who already advises a client can usually price above the list price of the course itself, because the value is the advice plus the documentation, not the video. Your floor is the wholesale price below; your ceiling is what your relationship supports.
The part people underestimate
Record keeping. An employer being inspected needs to produce who was trained, on what, and when. That is why the verification ID on a certificate matters more than the production value of the video, and it is the first thing to check about any catalogue you are thinking of reselling.

Common questions
Do I need to be a certified safety professional to sell safety training?
Not to resell awareness-level training. A CSP or equivalent helps you win the advisory work that surrounds it, which is usually where the money is.
Can I say my courses are OSHA approved?
No. OSHA does not approve courses, and saying so is a claim an informed buyer will catch. Say what the course covers and which standard it maps to.
How much does it cost to start?
