Anyone who handles, accumulates, signs for or manages hazardous waste at a generator site. For large quantity generators, 40 CFR 262.17(a)(7)(i) requires initial training within six months of hire or of reassignment to a new position, and personnel may not work in unsupervised positions until it is complete. Small quantity generators owe their employees training under 262.16(b)(9)(iii).
How often is RCRA training required?
Large quantity generator personnel must take part in an annual review of their initial training under 40 CFR 262.17(a)(7)(ii). Small quantity generators have no stated frequency in 262.16(b)(9)(iii); annual is common practice and what auditors expect to see.
Does online RCRA training satisfy 40 CFR 262.17(a)(7)?
Yes. 40 CFR 262.17(a)(7)(i)(A) names online training, either computer-based or electronic, as an acceptable delivery method alongside classroom and on-the-job instruction. EPA does not operate an approved-provider scheme for generator training.
What is the difference between a VSQG, an SQG and an LQG?
Generator category is set by how much hazardous waste a site generates in a calendar month, and it drives nearly every other obligation: accumulation limits, time limits, manifesting and training. The category can change month to month, which is why the counting rules matter as much as the thresholds themselves.
