Domain weights are a direct count of the distinct paragraphs 29 CFR 1910.38 and 1910.39 themselves state: 13 subtopics across 1910.38 (application, the written/oral plan rule, the six minimum plan elements of (c), the alarm system requirement, training, and the three plan-review triggers), and 8 subtopics across 1910.39 (application, the written/oral plan rule, the five minimum plan elements of (c), and the employee information requirement). Each domain weight is that count divided by the 21-item total, the same direct-from-the-regulation method used for this platform's other blueprints. Both source standards are short, foundational baseline-plan-content standards, which is why this bank is intentionally smaller than banks built on longer regulations; see the file-level comment above.
