Every hazmat employee. 49 CFR 172.704(a)(4) requires security awareness training for anyone who handles, prepares, loads, unloads or transports hazardous materials, or who completes shipping papers for them. The definition of hazmat employee in 49 CFR 171.8 is broader than most people expect and includes office staff who prepare documentation.
How often is hazmat security awareness training required?
At least once every three years. 49 CFR 172.704(c)(2) sets the recurrent interval for all training required by the subpart, measured from the date of the most recent training rather than from a calendar year.
Is this the same as in-depth security training?
No, and the difference matters. This course delivers the security awareness training at 172.704(a)(4), which every hazmat employee owes. In-depth security training under 172.704(a)(5) applies only to employees of a company required to have a security plan under 49 CFR 172.800, and it must cover that company’s own plan.
Does this cover a 49 CFR 172.800 security plan?
No. A security plan is specific to one company’s materials, sites and routes, and no off-the-shelf course can teach a plan it has never seen. If your company is required to have one, employees with plan responsibilities need in-depth security training on that plan, which your company must provide.
Is this course DOT or PHMSA approved?
No, and no such approval exists. PHMSA does not approve or accredit providers of hazmat employee training. 49 CFR 172.704 sets what employees must be trained on and how often; it does not say who may deliver that training.
Does this course satisfy all of 49 CFR 172.704 on its own?
