What is on the paper, and why
Domain weights are a direct count of the distinct requirements 29 CFR 1910.1030 itself enumerates within each paragraph: 13 items in (c) Exposure Control, 31 items in (d) Methods of Compliance, 19 items in (f) Hepatitis B Vaccination and Post-Exposure Evaluation, and 35 items in (g) Communication of Hazards, including the 14-item required-training-content list at (g)(2)(vii). Each domain weight is that count divided by the 98-item total across all four domains, the same direct-from-the-regulation method used for the EPA 608 and forklift blueprints. Paragraphs (e), which applies only to HIV/HBV research and production facilities, and (h), which governs employer recordkeeping rather than employee training content, are outside this blueprint's four domains for reasons stated in the sourcing comment above.
